EXCERPT: "2 to 1" is a light overstatement.  It is Democrats 9 to Republicans 5, but only pundits like R. Hudson Limbaugh III (and AA) will point that out.
The larger question this headline answers is: "What did ALL presidents accomplish in the last 50 years?"
The answer (and the Brookings Institute article, from 1999 is too dated to include the Bush melt-down of the last eight years) is leveling.
