Still Kicking on Route 66 in Arizona?

In June of 2004 the Arizona Department of Environmental Quality (ADEQ) launched its Route 66 Initiative, designed to improve the fortunes of Arizona towns (like Kingman, Winslow, Holbrook, Williams and Joseph City) by helping to clean up environmentally contaminated sites like gas stations and abandoned dry cleaning shops. Two-and-a-half years into the project it sounds like efforts are paying off. Not long ago the Initiative received coverage in the Arizona Republic, and now there's a new article in Failure Magazine, an article which covers the decline of Route 66, and the ongoing revival of Route 66 communities. Sounds like a good example of government agencies working side-by-side with the public and cities to actually get some environmentally and economically beneficial things done. Does anyone know more about this Initiative or its results?
