At the present time, the concept of location based school assignment is conducive to laziness, lack of desire to improve the school system and reinforces the mediocre students over the ones that want to improve their lot in life. We in America have school systems that have reinforced lack of authority, with lack of education while other countries such as China and India are getting ahead. It is easy to blame foreigners and anyone who does not look "American" [Anglo-Saxon or African American] for the fact that our educational system does not work. Even Bill Cosby has written about the how the form of education has left the people in a victimization mode in his book: "Come On People: On the Path from Victims to Victors" which talks about the need for morals, improving education, self respect, and self improvement.
The solution is simple by taking away the decision of the school away from the politicians and turn it over to the parents and responsible educators who knows what is best for their children. Another solution would be to privatize the public school system and have the public school system compete for the best students this would improve the educational process while the parents must concentrate on the teaching of morals, self respect, respect for others, and self improvement in the house. The students who want to learn will function in such a competitive environment. The ones that cannot function or do not want to sacrifice at the present time can find work elsewhere or find a school that is willing to accept mediocrity.

Privatizing public schools, great idea. Not. This is why rational Republicans are a dying breed. Look at how well privatizing and profitizing health insurance has done for America, or what deregulating the S&L's did.
As for schools competing for students, and having open enrollment, in AZ we already have that, and charter schools. Many of our friends send their kids to a charter school in Prescott, and they love it. The Montessori program, and the Waldorf program really work great for most kids. So school choice is the way to go, let parents choose what type of school they want their kids in, what kind of programs and oportunities they want, and let the public and charter schools develop to meet the students needs.
The problem with the charter schools here is the lack of accountability for their funds, and no oversight, although a lot of the bad actors have already been weeded out, and are on their way to prison.
The other problem is that many parents are getting crushed by the Republican economy and are either too busy to teach their children morals, or are teaching them the dod eat dog, screw your neighbor Republican values of the Bushies.
