"2 to 1" is a light overstatement.  It is Democrats 9 to Republicans 5, but only pundits like R. Hudson Limbaugh III (and AA) will point that out.

The larger question this headline answers is: "What did ALL presidents accomplish in the last 50 years?"

The answer (and the Brookings Institute article, from 1999 is too dated to include the Bush melt-down of the last eight years) is leveling.

Maybe Democrats outstripped Republicans because the more liberal society America actually prefers worked to their favor; more voters simply approved of what Democrats had to offer so passing legislation was simpler.

In the end though, if the Brookings Institute article is correct, Obama has the "bipartisan" instincts average American voters actually want.

Sadly for progressives,  BO's policies won't be nearly as left as they'd like.  The silver lining for them will be of course that Clinton could not have won.
