The technological revolution that started in the late 20th century and spilled into the beginning of the 21st was one centered around information. People could, for the first time in history, communicate vast amounts of information, instantly, to massive groups, select groups, or one select individual. People could organize and connect in a virtual realm, without ever meeting one another in real life. Such communications became widespread, and this is what changed warfare forever.
In late 2006, a website was established which allowed the tracking of police officers. The concept was simple; members of the site could submit the location and activity of a police officer at any given time, using any internet connection available. This included personal computer, public computers, and most importantly: text messaging on cell phones. The site continued to grow, and by 2007 had a large following, with people from every state in the union providing information constantly. The creators of the site developed sophisticated algorithms to detect patterns in police behavior. Eventually, alerts were added to the site, which (using a masterfully crafted program designed to take advantage of the GPS units built into cellphones) sent text message alerts when site members were in areas with police. Of course, the government attempted to shut down the site, but as with anything on the internet, technology evolved and outpaced the enforcers. Big Brother's tools were finally turning against them.
In 2008, after the bio-attacks President Bush attempted to indefinitely postpone elections due to the risk of public outbreaks of disease. When discontented citizens attempted to protest, the National Guard was brought in to restore order, and 'prevent possible spread of the virus'. This was the pivotal moment; the people began to realize what was occurring.
